The need to find, analyse and exploit increasingly larger data volumes has led organisations to search for quality data beyond their boundaries. This has given rise to federated data sharing scenarios, where organisations neither control the entirety of the data available nor their structure, lack the necessary knowledge to interpret or even are unaware of the existence of certain information. In this scenario, where multiple organisations must share their information to achieve common or distributed goals, new barriers appear that need to be addressed, such as semantic misalignments across organisations, privacy restrictions to data sharing, distributed analytics aimed at diverse stakeholders, or cross-organizational business process conformance.
After recognising the growing importance of data as the foundation of the circular economy (the data economy is expected to reach 4.9% of the European GDP by 2025), the European Commission has launched a European Data Strategy , introduced in February 2020, which precisely aims to boost the data economy in a way that aligns with European values of sovereignty (self-determination in data sharing), confidentiality, transparency, security, and fair competition. This European Data Strategy aims to prioritise people in technological development in areas like improved healthcare, safer and cleaner transport systems, new products and services, reduced public service costs or enhanced sustainability and energy efficiency. The strategy includes legislative measures on data governance, access and reuse (e.g. Data Governance Act , Data Act and some other associate regulations, like IA Act ), attempts to make high-value public datasets more widely available and for free reuse, the investment of €2 billion in a European High Impact Project to develop data infrastructure and sharing tools, and the development of mechanisms to access to secure, fair and competitive cloud services. In this sense, a way to implement the European Data Strategy is by establishing the Common European Data Spaces (e.g. in agriculture, cultural heritage, energy, finance, green deal, health, manufacturing, media, mobility, public administration, research and innovation, skills, and tourism), which will increase the data availability, while maintaining control for data generators.
